Practical Theory
You have outlined a fantastic organizational chart for your district. I like the thinking that includes Ed. Tech. Support in addition to Tech. Support. I'm convinced this will encourage teachers to utilize technology in a more efficient manner.
100%. Additionally, the technical support and ed tech specialists on my team
will be supporting/integrating a lot of open source as they work
individually with teachers.
In deployment, open source support will fall mostly under the jurisdiction
of the non-Microsoft sys admin. Lump it all in with the stuff from Apple. :)
Great vision! It pleases me to see my tax dollars being used to design a support structure that ensures successful integration of technology into academia. Kudos to you! Makes me want to be a part of it! Could you use the help of an MCLC/MCT/MCSE on your staff? I'd have to renew my Utah teaching/supervisory certificates, but it would be worth it to see successful technology programs established into the schools of my own backyard! If you can use my "high-tech/high-touch" talents, contact me! I'd love to come help you implement your dream...
positions to be advertised soon (or even the several open now).

Thanks for the tour...
